A Detachment -------------------------------------------- Location: Juneau Incident number: AK12201694 Type: Promoting Contraband 1st Degree Text: On 3/28/12, at approximately 0830 hours, Lemon Creek Correctional Center contacted the Alaska State Troopers to report that they had discovered two inmates in possession of a controlled substance. Investigation revealed the inmates had been in possession of Spice, also known as synthetic marijuana, which is a controlled substance. Charges are being forwarded to the Juneau District Attorney's Office against both men. Investigation showed that a 1991 Toyota sedan driven by 71 year old Palmer resident Roy Breckenridge left the roadway and collided with a snow bank. Breckenridge was transported to the Mat-Su Regional Medical Center with non-life threatening injuries. Damage to the vehicle was estimated at $2000, and it was released to a third party at Breckenridge's request. Breckenridge was not wearing a seatbelt at the time of the collision. Aniak Troopers responded and contacted 24 YOA, Dalen Dorris of Kalskag, at # 12 Airport Road in Kalskag. The investigation revealed that Dorris was intoxicated and shooting a .22 rifle. Dorris was arrested for Misconduct Involving Weapons in the fourth Degree. He was remanded into Bethel YKCC to await arraignments. At approximately 2124 hours Troopers observed a female driving the blue Grizzly Yamaha ATV near the airport in Kalskag. The driver was identified as Darlene Heckman age 32 of Lower Kalskag. Investigation revealed that Heckman was driving under the influence of alcoholic beverages. Heckman was arrested, and transported and to the Aniak AST temporary holding facility to await transportation to Bethel. Heckman's bail was set at 1,500.00. At approximately 1459 hour Troopers contacted that grey 1998 Chevrolet Silverado pickup and identified the driver to be Lisa Phillips age 32 of Aniak, approximately =BD mile south of Chuathbaluk. Investigation revealed that Phillips was driving under the influence of alcoholic beverages. Phillips was arrested and transported and remanded into Bethel YKCC where her bail was posted at 1,500.00. As Scammon Bay is a local option community that has voted to ban the possession, sale and importation of alcohol, the woman is being charged with alcohol importation. Charges have been forwarded to the Bethel District Attorney's Office for their review. The VPSO arrived and secured evidence in the case. On 3-22-12 Kotzebue Alaska State Troopers arrived in Shungnak and concluded the investigation. The investigation disclosed that Brian Thomas, age 22, of Shungnak entered the Native Store with a juvenile male without permission, took items without permission and damaged the locks to the store. Thomas was arrested and transported to the Kotzebue Regional Jail with no bail pending arraignment. Juvenile Justice was contacted and advised of the case. Smith was contacted after it was reported that she was witnessed vandalizing a vehicle. She was transported and remanded to the Kodiak Police Department Jail without bail. After troopers contacted them, they refused to stop screaming and causing a disturbance. While trying to arrest Griest and Johnson they both began assaulting the investigating trooper and interfering with the arrests. A local Kiana citizen saw the confrontation with the trooper and assisted the trooper restrain and arrest them both. Griest and Johnson were both taken to the Kiana holding facility and then later transported to Kotzebue. There is no bail. Alcohol was a factor in this case. On 3-28-12 Kotzebue Alaska State Troopers responded to conduct an investigation. The investigation disclosed Randy Lee, age 24, of Buckland burned personal possessions of a family member inside the family members bedroom. After fleeing the scene, Lee was later contacted and arrested. During the arrest Lee spit on the Buckland VPO'S. Lee was later transported to the Kotzebue Regional Jail with no bail. Alaska Wildlife Troopers responded to the scene with two State Super Cubs. Investigation revealed that a red and white Super Cub had crashed while attempting to land on a private airstrip near the Holitna River. The pilot, Richard Wilmarth age 42 of Red Devil and passenger Kenneth Mellick age 45 of Sleetmute, both perished in the crash. Next of kin have been notified. The State of Alaska Medical Examiners office has been notified and per their request the bodies of Wilmarth and Mellick will be transported to the Medical Examiners office for autopsy. The FAA and the NTSB were notified of the crash. The cause of the crash has not been determined at this time. Investigation is ongoing. Upon arrival AST contacted Jordan Tindall, age 18 of Fairbanks. Investigation revealed that Tindall was under the age of 21, and under the influence of alcohol at the time of contact. Tindall was issued a summons for the charge of minor consuming (1st) with a mandatory court appearance.. Further investigation revealed that Albert was required to register as a sex offender and was out of compliance. For each count Negus was sentenced to a $2500 fine with $1500 suspended and 30 days in jail with 30 suspended, and for the whole case he was sentenced to five years of probation. The total fine to pay was $5000. This sentencing stemmed from the conviction of Negus for five counts of Unsworn Falsification in the 2nd degree with each count stemming for each single year that Negus had applied for an Alaska resident CFEC permit from 2007 through 2011, but not being eligible for the resident permits. The other two were released and their luggage was seized. Investigation determined that the luggage contained over one-half pound of marijuana, which was seized. The driver of the vehicle was identified as Kevin James Ziglinski (40 YOA of North Pole). Ziglinkski failed to stop for Troopers and crashed his vehicle and fled on foot. Troopers quickly tracked Ziglinski down and he was arrested.
